Help and Support does not work offline

Hello. I have a Toshiba A305-S6825 and have Windows Vista 32 bit. I have only one problem. When I click on the start menu, and go down to Help and Support and click it, it pops up and displays this message:
"Help Topic Not found
This content under construction
We were unable to retrieve the requested topic.
My Help and Support ultility is set on "Offline Help" when that message appears. When I set it to "Online Help," it shows this message:

The fonts of each message are big and small and have the strange symbols like, %#$@, as shown in the message above. I think something may have been deleted that keeps Help and Support independently working, like a file that keeps it working, or a disply driver that helps the window display information properly - from showing those crazy symbols.
Please if anyone could help me solve this problem without me having to recover my computer to factory condition, it would be greatly appreciated.

Charles, try running the System File Checker. If that doesn't work and it's something new, try a System Restore.
If neither of those works, I'll bet Help and Support is available in another profile. So try booting into another account. If necessary, create one.

..creating a new account and moving the files over did resolve the issue!
