If a user set the password you'll need to get that password from them to gain access to that system. If you are unable to get it from them you'll need to send it in to have it removed. For security reasons you'll need to provide proof of ownership to have this removed (too many people try to get around a bios password on stolen laptops so Toshiba must verify ownership before removing passwords).
On some occasions Toshiba bios will set a random power on password. Once again it will require sending it in to have the password removed and proof of ownership is also required for security reasons. See this Support Document for details on this. I don't know if this applies to your model or not though.
If you don't post your COMPLETE model number it's very difficult to assist you. Please try to post in complete sentences with punctuation, capitals, and correct spelling. Toshiba does NOT provide any direct support in these forums. All support is User to User in their spare time.
