Sounds like the bios password that will require a repair from a Toshiba AUthorized Service Center or some place like http://www.aqstech.com/. It's going to cost about a hundred bucks or more to get this fixed. I suggest getting the password from the place of purchase.
Please note that Toshiba will more than likely require a proof of purchase before performing such a repair as a security measure due to the number of stolen laptops that are protected by this password. They won't take the chance of allowing someones private data being released.
