and then I tried restarting computer, but DONT KNOW HOW TO RESTART CAMERA.
So, i also tried by formatting vista and re-installing all over again, but still it didnt work out...

Open Device Manager (devmgmt.msc), expand Imaging devices, right-click the Chicony device, and click Uninstall. Restart the computer to reinstall the driver.

That typically means the hardware is malfunctioning.

The only way to tell for sure is to restore the hard disk to its original factory-new contents using Toshiba recovery media.
