I reinstalled Windows XP and now my scroll up and down on my touchpad does not work. any suggestions?

I reinstalled Windows XP..
Did you restore from Toshiba recovery media? Or did you install from a retail Windows XP installation CD?
If you installed, then you need to worry about the order of adding Toshiba drivers and utilities.
