I do understand that. But what kind of hardware (hard disk is brand new and laptop's behavior did not change a bit - old HDD or new) and how to fix it?

laptop goes to constant reboot after showing BSOD for a second, but finally boots after few attempts.
That sort of intermittent behavior points to failing hardware - not software.

I'm a Windows specialist. Maybe somebody else will jump in with that advice. Good luck!

The motherboard for one. There's a lot of electonics inside that case that could cause this sort of problem.

First of all, don't listen to any of the so-called experts and geeks on this site who advise you that either your DVD drive or your Recovery Disc is at fault. I've found that 99% of the time the supplied RD from Toshiba simply will not work when you try to boot from it for some reason (I'm thinking it may be because they want you to order a new disc or send in your laptop to have the OS installed ;>).
Here's the "trick" to get it to work . . .
First, you format your hard drive. I know, you can't do this without your recovery disc. Not true. Do either one of these things. (1) beg, borrow or steal an XP upgrade or full version and put in you DVD. Restart your laptop. When you get to the Toshiba logo, hit F1 and go to boot options. Change boot order to CD rom first. Hit end and then Y to reboot. Your computer will start the installation program for the CD you have in your drive. DO NOT GO THROUGH the entire install procedure (that would be illegal unless you own the disk and it's registered in your name). Instead, stop the install process after your HD is formatted (go for the slow format instead of the quick process). Replace the "begged" XP disc with your Recovery Disc.
Reboot the computer, keeping the boot order the same.
Your computer will now access the Recovery Disc to start the recovery process.

hyjanks, one problem with your theory. If your system has a SATA hard drive (and most do these days) XP can't format the drive as it doesn't have native built in SATA support. One either needs to integrate SATA drivers into the XP disk or change the BIOS from AHCI or SATA mode to Compatability or IDE mode (and not all bios have that option).
