Toshiba A300-1MO, what happens if I format it?

I have a Toshiba A300-1MO, which has 2 partitions: one with and one with System Recovery. I have done the two CDs it asks in order to create the Recovery Discs (i guess they are equal to the partition on the drive).
My question is: If I format my laptop, including the recovery partition which includes Windows Vista, and I instal on the whole drive (unpartitioned) Windows XP, can I use the recovery discs I previously mentioned to reinstal the Windows Vista after a period of time (if I accidently find something better in Vista)?
PS: how can I make partitions with the recovery discs?

Yes.
Partitions are made automatically. You'll have the opportunity to restore the entire hard drive to factory-new. So all the bits are laid down, including those in the master boot record, which contains the partition table.
