You'll need to contact Official Toshiba Technical Support about this. A lot of laptops from most of the laptop manufacturers where shipped out with VT disabled as a security feature with no way of enabling it in the bios. Toshiba has been posting bios updates on several of it's models to address this but doesn't seem to have one for yours yet. GIve them a call to see when, or if they will be enabling this on your system.
