Try going into Device Manager and uninstalling the camera then reboot the system to have Windows automatically re-install it. This often times works.
If it doesn't the next step is to backup your personal data and Restore the system to it's factory out of box state. If that doesn't fix it then it is a hardware failure that will require servicing.
