Toshiba Satellite A15-S157 website loading problems

Hello. First, thanks for reading my post and trying to help me out.
I have a Toshiba Satellite A15-S157.
Celeron CPU 2.2 2.19 GHZ
496 MB Ram
Windows 2002 Home Edition
Service Pack 2
Graphics Card: Intel Extreme 82852/82855 GM/GME Graphics Controller
Driver Version: 6.13.103514.
I'm running 1024x768 - 32 bit. I have OPEN GL.
I have all the latest updates from Windows and I believe I have all the updates for Toshiba drivers, bios etc, as well.
I have IE 7 with all the updates. Latest updates from Java, Shockwave. Adobe flash, etc.
I also downloaded Firefox version 3.0.9 for Windows to see if it was just the browser. Not the case.
Both security settings of the browsers are set to default.
My problem is the frames on the websites are not loading correctly. I don't know if because my computer is so old - it doesn't want to load these correctly but I've searched and searced for answers and I can't find an answer.
Now, I'm hoping you guys can help me out. I really really don't know why this is happening. All the flash ads are running but not the small stuff. Is it frameworks issues? I don't know if it's a graphics card issue. An "Manage add ons issue" or what. I thank you for any help. I attached a few photos for a visual reference.

Hard for me to see what doesn't look right.
Take a look at your Hosts file. Paste it into your reply if it's not too big. You'll find it in this folder.
%systemroot%\system32\drivers\etc
(Paste that path into Run from the Start menu.)

Here is my host file:
This is a sample HOSTS file used by Microsoft TCP/IP for Windows.
entry should be kept on an individual line. The IP address should
be placed in the first column followed by the corresponding host name.
The IP address and the host name should be separated by at least one
space.
Additionally, comments (such as these) may be inserted on individual
lines or following the machine name denoted by a '#' symbol.
For example:
102.54.94.97 rhino.acme.com # source server
38.25.63.10 x.acme.com # x client host

Any reason you've not updated Windows to SP3?
I realize that this occurs for both IE and Firefox, but humor me by resetting IE7.

I'm downloading IE8 now - to see if that makes a difference.
I have no reason to believe it will, Daron.
Been trying to work this problem out for several years now.
You must have reinstalled the display driver during that time. If not,....

I went ahead and reinstalled the driver. I remember doing that before.
Still no change.

Never seen this before. Maybe some kind of minor corruption in your WinSock settings. Try fixing those.

Jerry,
Thanks so much for all your responses. Unfortunately the WINSOCK reset did not work. I ran the EXE through the link and crossed my fingers during the Restart. This is a tough one and I'm weirded out by why it's happening.
I looked around more this week and couldn't find anything. If you have any other suggestions, thanks.
